The Covid-19 spread during the Spring Festival. Facing the epidemic situation, the college advocated to keep in mind that "the epidemic is an order, and prevention and control are the responsibilities". Regard the prevention and control of the epidemic as an important battlefield for testing and consolidating the educational achievements of the theme of "remaining true to our original aspiration and keeping our mission firmly in mind". Various measures in control, publicity, and security have been taken simultaneously to achieve staged results. In this fight against the Covid-19 virus, all the teachers and students of the college worked together and implemented precise strategies to build a solid dam for epidemic prevention and control. Party Secretary Yuan Weikun and President Ma Yujun led the Party members to guide the epidemic prevention work in the front line. The whole college was well-organized through the implementation by the Prevention and Control Office, and all working groups and departments sticking to their posts and acting responsibly. The Party members, cadres, teachers and students fully implemented the epidemic prevention and control requirements, being fully responsible for their jobs. In this way, a strict line of defense for mass participation in prevention and control has been built.
The epidemic is an order to quickly strengthen leadership
Since the outbreak of the epidemic, the Party Committee of the College has convened three special conferences on prevention and control according to the progress of the epidemic and the latest requirements, making detailed deployment and adjustment arrangements for the prevention and control work in order to provide a reliable leadership to unite the thought and actions, winning the battle of the epidemic prevention and control. On January 27, after participating in the emergency video conference of the provincial education system for epidemic prevention and control, the college leaders immediately convened an emergency meeting to convey the spirit of the meeting by the Education Department of Hunan and deployed measures to respond to the epidemic. A leading group of epidemic prevention and control work was established with the Party Secretary Yuan Wekun as the team leader while other team members taking the lead in division of labor and the directors of relevant departments responsible for implementation. Three groups were set for integration, prevention and control group as well as logistics support to comprehensively strengthen organization and guidance of the prevention and control work. On January 31, as required by the work, the strength of the members of the leading group was enriched by setting up a special work group for the Office of the Leading Group for Epidemic Prevention and Control on duty around the clock.On February 1, the College issued the "Working Plan for Prevention and Control of the Epidemic" to establish a joint prevention and control working mechanism. In accordance with the three stages of “before the school opening, during the opening period, and after the beginning of the school”, various prevention and control measures were carried out to prevent accidents. The Notice on Strengthening the Prevention and Control Work of Covid-19 for Students was promulgated, focusing on the investigation of Hubei students' information and report on the epidemic situation, and the work to track students who have been to Wuhan in the past two weeks and the situation of students with suspected symptoms. The tracking and report work need to done every day. Resolutely implement daily tracking and daily reporting. On February 3rd, the Education Department of Hunan Province’s "Notice on Preparation to Delay the Start of the Spring Semester in 2020" (Xiang Jiaotong (2020) No. 19) document spirit was delivered firstly, meanwhile, the college released the “Overall Plan of Teaching Organization during the Covid-19 Prevention and Control” and established a teaching leading group with President Ma Yujun as the team leader, responsible for the command and coordination of the teaching organization during the epidemic. Great efforts have been made in the formulation of the teaching organization plan during the epidemic and timely adjusting teaching plan for the first semester of 2020. The online courses of theoretical teaching were carried out to put the arrangement of teaching into practice, and the education and teaching work during the delayed reopening period was carefully arranged.
Responsibility is extremely heavy and prevention and control force has been comprehensively improved
On January 27th, the leading group for epidemic prevention and control work of the college was formally put into operation. All departments and working groups quickly devoted to carry out the prevention and control work according to the division of labor. A thorough investigation was conducted on more than 10,000 teachers and students in the college to collect abnormal conditions such as the people returning from Wuhan in the past two weeks and the presence of fever and cough. At the same time, the system of "daily report" and "zero report" was strictly implemented to ensure that no one is missing and report every day. The duty management on campus was strengthened, and the prevention and control duty personnel were determined. The party committee of the college required all personnel to raise political awareness and be highly vigilant to strictly prevent and avoid the infection, making a joint effort to do a good job in epidemic prevention. The heads of all departments returned to work in a short time and all faculty were on standby. Close-off management was conducted in the campus, and irrelevant vehicles and personnel from outside were not allowed to enter. Duty arrangement was adjusted by fixing personnel to take turns to complete the daily duty and epidemic prevention and control duty to avoid cross infection. The investigation and monitoring of hidden dangers of the epidemic have been carried out immediately, and the designated person was set to implement the information daily report system. Meanwhile, the college has made every effort to raise anti-epidemic items to supply the front line by assigning personnel to expand procurement channels to ease tensions in material. Sparing no pains to do the security and logistical support work required to strengthen the inspection of hidden dangers in key parts and the management of guards and campus patrols, strictly controlling the entry of outsiders. College faculty must measure the body temperature and do registration. Disinfection in the buildings on campus should be conducted every day. The prevention and control personnel should be provided with necessary protective equipment, and the campus water and power supply as well as other living facilities need to be in normal operation. The responsible people should get in touch with the Changsha County epidemic prevention and control agency to obtain professional technical guidance and prepare for emergency rescue.
Public opinion is the power to quickly improve the guiding force
In order to ensure the stability of public opinion and increase publicity, the Office of the Leading Group for Epidemic Prevention and Control of the college compiled and printed the "Hunan Mass Media Vocational and Technical College Prevention and Control Work Manual on the Covid-19" to publicize epidemic prevention and control policies and knowledge. The Party Committee Publicity Department used the campus website, WeChat group, and WeChat official account to comprehensively publicize national policies and regulations, college prevention and control measures, and scientific prevention and control knowledge, etc., and widely publicized it. On January 27, the college WeChat official account released "A Letter to Teachers and Students of HNMMC", facing to teachers, students and parents of students to call on everyone to raise awareness, pay attention to the epidemic situation rationally, and do not spread, believe or create rumors. The teachers and students of the college made use of the Internet to give full play to their professional advantages in media. They produced a public service video of a picture poem, "China, our wills unite like a fortress", which was recited by actors of Hunan Performance Group and the Hunan Theater to cheer on China to fight against the epidemic and spread positive energy. The college's epidemic prevention and control work was reported by Hunan Today, Sanxiang City Express, Changsha Evening News, and Xiangwei Education.
United as one. The college firmly adheres to the important instructions of General Secretary Xi Jinping's, “tightly relying on the people and resolutely wining the war of epidemic prevention and control", putting the interests and safety of teachers and students first, and implementing General Secretary Xi Jinping's spirit of instructions and the arrangements of the Provincial Committee Education and Work Committee and the Provincial Department of Education. Hard efforts should be made to improve political stance, strengthen responsibility and boost confidence by working together to overcome difficulties and win the war of the epidemic prevention and control.
