On June 15, the Fourth Session of the Fifth Congress of Teaching and Administrative Staff and Labor Union Members of HNMMC was held in the Lecture Hall. 140 representatives of teaching and administrative staff and union members shouldered the trust of the faculty and staff of the entire college, gathering together to discuss the development of the college. Leadership of the college Yuan Weikun, Ma Yujun, Liu Guoqing, Jiang Minquan, Cheng Guizhen, Xu Jingxue, Lei Junlin, and Xie Jingwei were present at the meeting. Representatives of various democratic parties and retired comrades attended the meeting.

The meeting was presided over by vice president Lei Junlin. Jiang Minquan, Party committee member and vice president, delivered an opening speech. The conference heard and approved the Administrative Work Report by president Ma Yujun, deputy secretary of the Party committee of the college, Labor Union Work Report by Liu Guoqing, deputy secretary of the Party Committee, Financial Work Report by Xu Jingxue, member of the Party committee and vice president, Proposal Work Report by Qian Ying, director of the Labor Union’s Proposal Work Committee, Labor Union Funds Review Report by Yang Huangjiang, director of the Union’s Funds Review Committee, and A Statement on Anthem and College Spiritual and Cultural Expressions by Zhu Dan, director of the Propaganda and United Front Work Department. The meeting also evaluated the work of the current Labor Union committee and union leaders in 2019.
Deputy secretary of the Party Committee and president Ma Yujun made an administrative work report
Ma Yujun, delivered an administrative work report of 2019 entitled "Remaining true to the original aspiration, strengthening moral education and cultivating people; Bearing a mission to build a strong school with education to write a new chapter in the high-quality development of the college in the new era ". In the report, president Ma comprehensively summarized and reviewed the college’s gratifying achievements in the past year in the "three all-round education", moral education and cultivation, education and teaching, enrollment and employment, education quality, scientific research, teaching staff, system construction, foreign exchange, cultural construction and campus environment and quality construction. He made an objective analysis of the problems and environment faced by the college in internal and external dimensions, and put forward the key points of the college's administrative work in 2020. He pointed out that in 2020, the college must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guidance, fully implement the party’s educational policy, and adhere to the foundation of morality and the cultivation of people with the purpose of building students into comprehensive talents, setting up the theme of accelerating the development of the college, and centering on education and teaching. Based on the media and facing to the society, the college needs to consolidate the foundation, highlight characteristics, and actively adapt to the needs of the media industry and local economic and social construction and development to cultivate skill-oriented applied talents of a higher level with comprehensive development of morality, intelligence, sports, art and labor. The focus should be put on the following tasks: The first is to strengthen the morality and fostering of talents, and to serve students in all aspects. The second is to strengthen project construction to seize opportunities for reform and development. The third is to strengthen quality reform, and improve the quality of talent training. The fourth is to strengthen collaboration of production and education to promote in-depth cooperation between government, college and enterprise. The fifth is to strengthen the construction of talent team and personnel management to create a leading talent team. The sixth is to strengthen characteristic research to serve economic and social development. The seventh is to strengthen foreign exchanges and contribute to the international promotion of Chinese language. The eight is to strengthen cultural construction to consolidate the achievements in civilization creation. The ninth is to strengthen overall planning to serve the needs of education and teaching. Ma Yujun emphasized that we have reasons and more confidence to hold the current gratifying situation, always hold high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, always keep in mind the glorious mission of moral education and cultivation of people, and always maintain the attitude of a runner to strive for the progress day and night. Great efforts should be made to further overcome difficulties with a down-to-earth attitude, continuously enrich the development connotation of the college, and further explore and innovate by improving the quality of the college, planing for higher positions, seizing opportunities, and enhancing the level of the college in order to write a new chapter in vocational education in which the college will be more prosperous, teachers and students happier, and people more satisfied.

Liu Guoqing, deputy secretary of the Party committee and chairman of the Labor Union, presented to the congress a report on the work of the labor union in 2019 titled "Serving Employees with the Original Aspiration and Taking the Initiative for the Mission" to the conference on behalf of the Fifth Labor Union Committee. Liu Guoqing made a comprehensive summary on the work of the fifth Labor Union Committee in the past year, including improvement of the system and promotion of the construction of democratic politics, proactively serving and caring for the physical and mental life of employees, organizing cultural and sports activities and effectively meeting the cultural and sports needs of employees, the performance of family planning responsibilities in hierarchical categories according to the requirements of regulations, and strengthening of self-building to improve the service ability of the union. He also put forward the main ideas for the college's union work in 2020.

In the group discussion meeting, the participants of representatives actively reviewed and discussed the above reports and documents, contributing their ideas and exert efforts and putting forward valuable opinions and suggestions on all aspects of the college's work. The leaders of the college participated in the group discussions respectively. After deliberation by representatives, the above reports and proposals were voted through.

At the closing ceremony, Yuan Weikun delivered a speech, on behalf of the Party Committee of the college, expressed warm congratulations on the success of the congress and heartfelt thanks to all representatives and all staff for their hard work, and extended high respect and sincere greetings to all the faculty and staff who serve the frontline in teaching, scientific research, management and service, as well as the retired comrades who are still concerned about the development of the college. Yuan pointed out that this congress is to study the spirit of the national "Two Sessions" in the college, implement the spirit of the national and provincial education conferences, and the "National Vocational Education Reform Implementation Plan" and "Hunan Provincial Vocational Education Reform Implementation Plan". It was a meeting of great significance which was held in a crucial period when dealing with the impact of the Covid-19 and writing a new chapter of the high-quality development of the college in the new era by maintaining true to the original aspiration, keeping in mind the mission, seizing the opportunity, and taking advantage of the situation. He put forward four opinions on the construction and development of the college. Firstly, we must "keep the overall situation in mind and grasp the general trend" by seizing strategic development opportunities and taking advantage of the reform of vocational education to set sail again. Secondly, we must remain true to our original aspiration and keep our mission firmly in mind, promoting the comprehensive and strict governance of the Party to in-depth development, and escorting the reform and development of the college. Thirdly, we must base on the fundamentals and improve the system, following the Party's education policy as the fundamental requirement, and promoting the "three comprehensive education" comprehensive pilot reforms to cultivate creative high-skilled talents with all-round development of morality, intelligence, physical education, art and labor. Fourthly, we must focus on the key point and promote work in all areas by drawing upon the experience gained from it, accelerating major projects and tasks in order to present outstanding achievements to the 20th anniversary of the college. Yuan pointed out that it has been 20 years since the establishment of HNMMC in 2000. We must continue to do a good job in the reform of "three educations", paying attention to teacher and student skills competitions and promoting education and teaching innovation. We must continue to deepen the integration of production and education, focusing on expanding and consolidating the existing platforms, and realizing mutual benefit and win-win results for college- enterprise cooperation. We must continue to do a good job in the cultivation of high-level teachers and the introduction of high-level talents, putting emphasis on deepening the reform of the personnel management system to stimulate the vitality of the teaching staff. We must continue to make full use of the "Chinese Bridge" competition as a business card and give full play to the radiating role of the international Chinese language dissemination bases, doing our best to organize the Confucius Institutes and create a broader space for the development and construction of the college.
Yuan indicated that in the past two decades, the achievements the college has made are closely related to the key projects, such as national backbone schools and provincial outstanding schools, and key tasks, such as strengthening moral education and cultivating people, and building specialized groups. Yuan stressed that if we are united and forge ahead, the mountains and seas can be surpassed. If we work together, a promising future can be reached. Each of us is a pioneer, builder, and witness of the new development of HNMMC. Let’s remain true to original aspirations, keep our mission in mind, and firm our confidence to focus on implementation, concentrate on strengthening the connotation, work on the cause, and jointly create a better tomorrow for the college.
