In Oct. 2009, Hanban approved the establishment of “Hunan Base for Chinese Language Promotion International”. It was renamed “Base for International Promotion of Chinese Language and Culture” (the Base) after the tablet awarding ceremony on 29 May 2010. Founded at Hunan Mass Media Vocational and Technical College, the Base is established through the joint efforts of different institutions and organizations that include the General Office of the People’s Government of Hunan, Hunan Provincial Department of Education and Hunan Broadcast and Television Station.
Under the leadership of the Base Council, the Director takes overall responsibility. The Base handles official affairs jointly with the International Exchange Division in Hunan Mass Media Vocational and Technical College. It is closely connected with and supervised by the International Exchange Division of Hunan Provincial Department of Education on the daily routine office work. The Base is set for four missions that include:
1. Innovating and launching Chinese Bridge-Chinese Proficiency Competition for Foreign College Students with the integrated resources from Hunan educational and media sets to foster potential Chinese language stars;
2. Developing Chinese language and culture TV programs that targets on the foreign audience;
3. Developing animated TCFL (teaching Chinese as a foreign language) learning materials;
4. Providing multimedia training courses for teachers in Confucius Institutes.
With a scientific management system, the Base has developed an industrial operation style. In addition to successful completion of assigned tasks by Hanban, P. R. China, it is also devoted to the international communication of Chinese language & culture and the development of Chinese language ＆ culture products. The Base has enriched the methods of International Chinese Communications by cooperating with oversea partners and using its influence in Hunan’s media industries.
