Recently, the State-owned Assets Management Office organized a training seminar on bidding and procurement management methods as well as contract management methods in the video conference room on the fifth floor of the Broadcasting Building of the college. Vice President Xu Jingxue attended the seminar and delivered a speech. More than 80 people, including leaders and comprehensive staff from various secondary schools, departments, and affiliated units, participated in the training. The training comprehensively and specifically introduced the new policies and requirements for the college's bidding and procurement work, further standardizing the college's bidding, procurement, and contract management activities.
Xu Jingxue introduced and fully affirmed the revision and improvement of the "Bidding and Procurement Management Measures of HNMMC (Trial)" and "Contract Management Measures of HNMMC (Trial)”. He emphasized the need for all units and departments to attach great importance to bidding and procurement work, strictly adhere to bidding and procurement procedures, and maximize the protection of the college's interests. He also urged the leaders of various units and departments to take responsibility for contract management.
Chen Xu, the Director of the State-owned Assets Management Office, provided a detailed interpretation of the key points of the new bidding and procurement management measures and the management process from the perspectives of organizational structure and responsibilities, types and methods of procurement, procurement budget and planning, procurement implementation, discipline, and supervision. He also explained in detail the contract management and process specifications.
Through the training, participants from various departments clarified the risk points in each stage of the college's bidding, procurement, and contract management, standardized work processes, improved business proficiency, enhanced risk prevention awareness, and laid a solid foundation for the standardized operation and healthy development of the college's procurement bidding and contract management.
