On 24th January, the academic hall witnessed the 1st session of the 5th congress of the faculty delegates and representatives of the labor union members. The development plan was discussed here by 139 faculty delegates and representatives of the labor union members from all departments and units. Seated in the rostrum were the Chairman of Hunan Education Union Gao Xinming, the leadership of the college including Yuan Weikun, Ma Yujun, Liu Guoqing, Jiang Minquan, He Zhanbing, Cheng Guizhen, Xu Jingxue, Xie Jingwei, Feng Yisu and Yao Haitao, and other members of the congress’s presidium. Delegates of the democratic parties and retirees also attended the meeting.

The meeting was hosted by He Zhanbing, Member of the Party Committee and Vice President of the College. Cheng Guizhen, Member of the Party Committee and Secretary of Committee for Discipline Inspection, made an opening speech. The Chairman of Hunan Education Union Gao Xinming delivered a speech. The meeting listened to and deliberated on the Administrative Report in 2017 made by Ma Yujun, Deputy Secretary of the Party Committee and President of the College, the Report on the Work of the Union by Deputy Secretary of the Party Committee Liu Guoqing, the Report on the Financial work by Jiang Minquan, Member of the Party Committee and Vice President of the College, the Report on the Proposal Work by Fan Wei, the Director of the Proposal Working Committee of the Union, the Report on the Fund Inspection by Shi Yinyan, Director of the Fund Inspection Committee. On the panel session , the delegates carried out an active deliberation and discussion on all the reports and papers, and gave suggestions on the works of the college. The leadership respectively participated in each panel discussion of the delegations. After an earnest deliberation, the delegates voted through the reports.
The meeting elected the members of the 5th Labor Union Committee, the Fund Inspection Committee, and the Women Commission of the Labor Union. Shen Jianfei, Liu Guoqing, Liu Binni, Ren Jian, Chen Xu, Yang Huangjiang, Li Ping, Zhou Shu, Qian Ying, Xu Kejing, Yan Jiashui were elected as labor union committee members, Liu Guoqing as chairman of the labor union, Chen Xu as vice-chairman and director of the women commission of the labor union, Yang Huangjiang as director of the fund inspection committee.
Gao Xinming, on behalf of the Hunan Education Labor Union, extended warm congratulations on the opening of the meeting and fully recognized the achievements of the college’s union in the democratic administration, protection of the workers’ rights and interests, cultural activities for the faculties. Gao hoped that the new labor union should promote innovation and focus on the work of the college for more effective results, building the labor union into a reliable home for the faculty.
Over the past year, the college earnestly implemented the spirit of all the sessions of the 18th national congress of the CPC and the 19th national congress of the CPC. Under the guidance of Xi Jingping’s thought of the socialism with Chinese characteristics in new era and faced with the challenges of the vocational education, the college centered on improving the quality of talent cultivation, sticking to the path of connotative development, and taking solid steps in the high-level specialist college construction with the orientation of sustainable development. Therefore, gratifying achievements were made in all work. Led by the college’s party committee, the 4th teachers’ congress and staffs’ congress fully took the teaching staff’s needs into consideration and actively promoted the democratic management and supervision by protecting their rights and interests and carrying out a variety of activities, which made a positive influence on the democratic political construction, reform and development of the college.
Ma Yujun made a report on the administrative work in 2017, titled “gathering strength in pursuit of excellence, concentrating on first-class school and opening a new chapter for the college’s development”. Ma summarized and reviewed the achievement of the college in teaching, scientific research, management and social service over the last year, made a pragmatic analysis on the issues in the construction, reform and development of the college, and put forward the key point of the administrative work in 2018. He pointed out that the year of 2018 was a year to check the result of the excellent college construction. Guided by the sprit of the 19th national congress of the CPC and Xi Jingping’s thought of the socialism with Chinese characteristics in new era, the entire college should aim at the tasks set in the 2nd party congress, stick to setting high moral values and cultivating people and overall push forward the excellent college and “Double Tops” construction. Through deepening the education and teaching reform, and strengthening the work style construction, a new progress would be made in college’s development. Great efforts should be put in seven aspects of the work: the first was to promote the excellent college construction on the basis of the “Double Tops ”construction; the second was to complete the education and teaching reform centered on enhancing the quality of talent cultivation; the third was to improving the ability of internal governance through the institutional improvement; the fourth was to facilitate the building of talent team by setting up the concept of seeing the talent as the first resource of development; the fifth was to strengthen international exchange and cooperation, targeting at jointly talent cultivation. The sixth was to reasonably allocate the college-running resources and totally improve the college-running conditions; the seventh was to mobilize the initiative of all parties and make overall plans in other works. Ma Yujun stressed that the year of 2018 was a year for work style construction in order to complete the year’s work deployment, accelerate the excellent college construction and build the “Double Tops” higher vocational college. All the teaching staff, especially above middle-level leading cadres, should be engaged in the work style construction with highly self-consciousness of thought, politics, behavior and work. Effective measures would be took, including being led by the party member cadres, guided by typical demonstrations, and following up the assessment and accountability, to put the work style construction into practice and produce concrete results, creating higher prosperity with a strong work style.
Deputy secretary of CPC Liu Guoqing, on behalf of the 4th education labor union committee, made a report titled with “centering on the main task, serving for the overall situation, uniting and mobilizing all the teaching staff to make contribution to ‘Double Tops’”. Liu Guoqing summarized the achievements of the 4th labor union committee in democratic management, people’s livelihood, and doing practical things for the staff over the past three years, and came up with the main idea for the work of the union in 2018.
At the closing ceremony, Secretary of the Party Committee of the College Yuan Weikun made the closing remarks. On behalf of the Party Committee of the College, he extended a warm congratulation to the success of the meeting and the newly elected committee members, and expressed his sincere thanks to all laborious delegates and staff. He also sent his respects and greetings to all the hardworking teaching staff on the front lines of teaching, scientific research, management and service, as well as the retirees who were still concerned about the college. In his remarks, Yuan put forward four important views on work style construction: the first was that the key of the construction was to play the leading role of the leading cadres. Firstly, making efforts to the foundation and strengthening theoretical study; secondly, focusing on the key parts and strengthening the consciousness of principle; Thirdly, improving the supervision mechanism for precaution work; fourthly, consolidating the system construction for long-term effect. The second was that the core of the construction was teaching morality. Great efforts should be made in establishing the long-term education mechanism for the code of professional ethics, evaluation and supervision mechanism on teaching morality, prevention mechanism for the academic misconduct, and the incentive mechanism for propagandizing the advanced models of teaching morality. The third was that the starting point of the construction was executive force. We should strengthen the consciousness of unexpected development, responsibility, obedience, and overall situation. The fourth was that the touchstone of the construction was the satisfaction of the faculty and students. Hence, we should be problem-orientated, replace thinking at work and accept the supervision.
In the end, Yuan Weikun called upon all teaching staff to forge ahead with determination and bury ourselves in work with more aggressive spirit, impassioned gesture and stronger sense of group honor, striving for the development of the college.
